She doesn’t want to file bankruptcy because it will destroy her credit but she makes minimum wage, has no house or car, and can barely afford to pay the minimum payments on her accounts.

This sounds like a textbook case of chapter 7, but only a bankruptcy attorney can say for sure. To be fair, falling behind on credit cards and other payments can do more and longer lasting damage to credit than a bankruptcy.
Have your mom find a bankruptcy lawyer that will meet with her for free, to answer her questions. She can find one at
if she can still afford the basic necessities of life without having to just go deeper and deeper into debt because of the finance charges, then she’s not bankrupt.
